Decide autonomous acceptance for a validator score under the current calibration state.

During a stale window the backed-off threshold remains useful for routing, but no score alone authorizes a mutation: passing proposals route to approval and failing proposals reject. The conformal bound is never asserted in that window (PSP-9 Gate Q). The effect’s risk class is deliberately not an input: risk gating happens in the admissibility kernel, and Theorem 5’s bound does not sharpen with risk.
